Association Executives Committee
The
Association Executives Committee (A.E.C.) provides a forum for Association
Executives to be informed on Association issues and procedures. As
appropriate, the A.E.C. shall provide recommendations to leadership on
issues of concern of the REALTOR® organization. (December 2003)
Association Presidents, Leadership
Forum
The forum informs and educates local Association Presidents so they can
effectively discharge their responsibilities. It also allows local
Association leadership an opportunity to inform appropriate C.A.R.
committees and C.A.R. leadership of their needs. As a forum, this is not a
policy-making body; however, it does refer appropriate matters to
committees for consideration.
C.A.R. Scholarship Foundation/C.A.R. Education
Foundation
The Trustees make scholarships available to students studying for a career
in real estate. The Trustees interview potential recipients, generate
scholarship funds and represent the C.A.R. Scholarship Foundation and the
C.A.R. Education Foundation during the California REALTOR® EXPO.
California REALTOR® Expo Advisory
The mission of the committee is to serve in an advisory role to assist in
meeting the objectives of the California REALTOR® EXPO Business Plan.
Guidance and direction are provided in speaker selection, program
development, and exhibitor relations. The Committee is a work and
information dissemination committee. It reports to the Executive Committee
and the Board of Directors. (July 1994)
Communications Advisory
The mission of the committee is to serve in an advisory capacity to assist
in meeting the overall communications and marketing objectives of the
Association. The committee provides guidance for California Real Estate and
Real Estate Technology magazines, media relations, car.org, various online
communications vehicles, and Association-wide marketing and communications
programs. The committee reports to the Executive Committee and Board of
Directors.
Credentials
Description: The
Credentials Committee is the First Point of Contact with all officers,
directors, committee members and other C.A.R. members attending official
C.A.R. Business Meetings. The committee expedites the registration
process at C.A.R. Business Meetings and issues badges, registration
information, political action & officer recognition ribbons, and other
pertinent materials at the meetings and California REALTOR® Expo. In
addition, the Credentials Committee members review and verify membership
contact information with all officers, directors and committee members, and
ensure the changed and updated information is provided to C.A.R. Membership
Services and local Associations. Items needing to be updated may be
added to from time to time, but should always include current email
address, primary telephone number, preferred mailing address and current
member photograph.
Mission: Competent, professional and friendly service to Volunteer Members is paramount. The committee members recognize their primary responsibility as the First Point of Contact is to greet Volunteer officers, directors and committee members and set the tone and pace for the ensuing meeting. It is recognized that many directors and committee members are attending the business meetings for the first time and will have additional questions and require extra explanations. Committee members will balance the need for additional information with effective crowd management when registration lines are the longest, always maintaining a professional and friendly demeanor while ensuring all needed information is communicated. Tasks include, but are not limited to, providing official badges, registration materials, schedules, political action & officer recognition ribbons, event entry tickets, providing facility directions and ensuring all members receive last minute bulletins and changes in a timely fashion. CREPAC Trustees
The mission of the CREPAC Trustees is to further the Association's
political objectives by managing and operating non-partisan campaign funds
capable of providing material support to California candidates for election
to local, state and federal offices. The committee has independent
decision-making authority with regard to expenditures of funds. It provides
informational reports to the Board of Directors. (December 1992)
Defense Strategy Advisory
The Defense Strategy Advisory Committee will serve to develop and recommend
policies, procedures and programs to reduce claims against members, to
enable members to obtain affordable Errors & Omissions Insurance, to
reduce cost of defense and to identify risk management solutions.

Educational Services Advisory
The committee serves in an advisory role to assist in meeting the
objectives of the Education and Training Services Business Plan. This
committee will advise the staff on potential new programs to research that
provide timely and legally correct education products to real estate
professionals.
Executive
The committee serves as an
advisory committee to the president and oversees and assures that the
business of the Association is carried out in accordance with the policies
and instructions of the Board of Directors. Individual committees present
recommendations to the Executive Committee before being submitted to the
Board of Directors. The Executive Committee may make advisory
recommendations to the Board of Directors with respect to those committee
reports.
NEW**Federal
The mission of the committee is to monitor federal legislative and
regulatory proposals and actions as they relate to the California's real
estate industry and real estate market. It also reviews recommendations of
C.A.R.'s four policy committees: Transaction and Regulatory, Land Use and
Environmental, Taxation and Government Finance, and Housing to evaluate and
coordinate Association policy on federal issues and proposals that have
significant implications for the industry in California. The committee
assists in advocacy of recommended policies to appropriate N.A.R.
Committees and the public, and coordinates California directors' delegation
efforts at N.A.R. meetings. It reports to the Executive Committee and the
Board of Directors (January 2010)
NEW**Housing
The Committee is a Policy
committee. Its mission is to develop C.A.R.'s housing policy agenda. It has
original jurisdiction to evaluate housing legislation and regulation in the
following issue areas:

Fair Housing, Equal Opportunity and Cultural Diversity
Housing Opportunity and Housing Policy
Manufactured Housing
Multifamily
Property Management
Real Estate Finance
Each issue area is managed during the Committee's meeting by an Issue Chair, under the direction of a committee Chair and committee Vice-Chair. The Committee reports to the Legislative or Federal level of government committee(s), as appropriate, and to the Executive Committee and the Board of Directors. (January 2010)
Housing Affordability Fund
The California Association of REALTORS® Housing Affordability Fund plays an
active role in addressing the ongoing housing affordability crisis facing
our state. The fund will raise and distribute funds and partner with
other groups to promote housing and homeownership and address all housing
opportunities locally and statewide. (June 2005)
IMPAC Trustees
The mission of the
Trustees is to advance the Association's mission and legislative objectives
by managing and administering funds to support advocacy, legislative and
public educational efforts at the federal, state and local levels that have
an impact on real property in California. IMPAC is a policy review and work
committee. The Trustees report to the Executive Committee and Board of
Directors for information only, and are authorized to make funding
decisions without Director approval.(July 1994)
International Real Estate Forum
The forum's purpose is to maximize the ability of all C.A.R. members to
take advantage of the growing earnings potential associated with the
increasing globalization of the real estate business. It strives to
establish a significant leadership role for all levels of organized real
estate within the international real estate and business community and
hopes to attract and retain international real estate practitioners to the
REALTOR® community.

The Committee is a Policy committee. Its mission is to develop C.A.R.'s
land use and environmental policy agenda. It has original jurisdiction to
evaluate legislation and regulation in the following issue areas as they
relate to real estate:

Legal Action Fund Trustees
The mission
of the Trustees is to proactively advance the Association's mission and
legal objectives by providing legal resources and/or financial support
concerning legal issues that will have a statewide impact on REALTORS®,
primarily in the areas of broker liability and practice and private
property rights. (July 1994)
Legal Affairs Forum
The mission of the forum is to provide attorneys representing local
associations and real estate firms with an opportunity to obtain and
exchange information that will help them more effectively represent the
association or firm. Forum members receive reports from C.A.R.'s Legal
Department, hear guest speakers and participate in roundtable discussions
on relevant legal issues. The forum is for information exchange, and
reports to the Executive Committee and the Board of Directors. (October

The mission of the committee is to monitor and supervise the state
implementation of C.A.R. public policy in legislation and regulation; and
to evaluate policy recommendations that arise in C.A.R.'s four public
policy committees: Transaction and Regulatory, Taxation and Government
Finance, Land Use and Environmental, and Housing. The Legislative
Committee reports to the Executive Committee and the Board of

NEW FORMAT & NAME **Local Government
Forum
The Forum monitors local legislative and regulatory actions and trends and
interprets for REALTORS®, local Associations and the public their impact on
the real estate industry and property ownership. The forum recommends
approaches to influence the course and form of local legislation and works
with the Legislative Committee in the formation of Association policy and
implementation of state-mandated legislation at the local level. It assists
Boards in the development of proactive strategies to address local
government housing policies. It also aids in establishing the
Government Affairs Directors program on an individual Board and/or
geographical basis.
Membership
The mission of the committee is to be responsible for retention and
recruitment of members, and the promotion of the benefits of REALTOR®
membership. It also makes recommendations for approval of Honorary Member
for Life applicants. The committee serves a valuable role in
monitoring membership policy developments at N.A.R. and assisting in the
dissemination of such information to local associations. The committee
identifies membership policy issues affecting local associations, studies
those issues and discusses possible responses. It may recommend as needed,
policy positions to the C.A.R. Board of Directors, including recommending
attempts to influence member- ship policy at the National Association of
REALTORS® to the best interest of California local associations. Further,
the committee may serve as a forum for the exchange of information
regarding membership services such as orientations at the local association

MLS/Computer and Business Technology
The mission of the committee is to work to assure that REALTORS® remain the
primary provider of information about real estate. To that end, the
Committee: a) Promotes and adopts Model MLS Rules and policies that comply
with legal requirements and N.A.R. policy, b) Facilitates the exchange of
information between local Associations of REALTOR®-OWNED MLSs/Regionals and
disseminates information regarding legal developments which impact the MLS,
c) Oversees the Association's role as a clearing house in researching,
collecting, evaluating and disseminating new and emerging technology
enabling REALTORS® to manage all information necessary to successfully
complete a real estate transaction, d) Suggests policy regarding such
information and interacts with local Association-owned MLSs/Regionals to
promote such technology and information, e) Reviews products, acts as an
information exchange and support mechanism to REALTOR® computer user groups
throughout the state, assists in the development of computer courses given
by C.A.R., and conducts practical demonstrations and workshops in
conjunction with C.A.R. Directors Meetings. (January 19, 1995)
Nominating
The Nominating Committee may, but is not required to, place in nomination
the names of Officers and Directors For Life to be elected for the ensuing
elective year. The Committee is also responsible for the selection of
N.A.R. Directors from California. The Nominating Committee is
comprised of one voting member from each Region, selected by the C.A.R.
Directors from that Region to represent the Region, and one voting Member
at Large appointed by the President. The Committee is Chaired by the
Past President who served three years earlier, and the Vice Chair is the
Past President who served two years prior. The Immediate Past
President serves as a non-voting committee member, and each Region also
designates an alternate to represent the Region in the event the voting
representative is unable to serve. Alternates attend the meetings of
the Nominating Committee. Nominating Committee deliberations are
confidential.
The Nominating Committee establishes subcommittees each year as follows:
Director For Life Subcommittee -- to recommend
nominations for the position of Director For Life
N.A.R. Director Selection Subcommittee -- to recommend the selection of NAR
Directors from California and alternates
Question Subcommittee --to prepare questions to pose to candidates for
office
Teller Subcommittee -- to tally votes from the other Subcommittees and the
full Committee
Political Activities Fund
The mission statement for the Committee shall be "to enhance the California
Association of REALTORS® political and legislative effectiveness by
evaluating proposals and allocating funds in the following areas: member
education; enhancements to the Member Mobilization Program; and other
political activities.
Political Affairs
The mission of the committee is to provide education and training for
politically involved REALTORS® to develop appropriate structures for
effective communication with elected officials at each level of government;
and to provide support for REALTORS® in the areas of fundraising, education
and the Member Mobilization Program. The committee reports to the Executive
Committee, and has liaison relationships with Local Governmental Relations,
IMPAC and CREPAC. The committee's primary function is to raise funds
through Political Survival, the 99 CLUB and provide political education to
local members as needed. (August 1995)
Professional Standards
The mission of the committee is to strive to promote knowledge of and
compliance with the N.A.R. Code of Ethics in order to elevate the industry
to its highest professional, ethical ideal. It reports to the Executive
Committee and the Board of Directors. (July 1994)
NEW**Public Policy Issues Forum Planning
Committee
The Planning Committee meets in advance of Board of Director meetings in
order to prepare a Forum open to all REALTORS®. The Forum is designed
to provide an opportunity for education, information and networking
regarding public policy issues that may be related to discussions in the
various public policy committees. The committee selects the topics, guest
speakers, discussion opportunities and presentations that will be the most
topical and of the greatest use and interest to attending members. The
Forum will focus on issues related to the public policy development of
C.A.R. and to the greatest extent possible will not overlap with non-policy
forums (Member-Director, REALTOR-Consumer, Forum on Forms, DRE
Commissioner's Public Forum). The Planning Committee does not consider
action items or make motions, and has no reporting responsibilities.

REALTOR® Risk Management and Consumer Protection
Forum
To provide a forum to identify trends and issues that may be, or are,
putting REALTORS® and/or their clients at risk, to educate REALTORS®, and
to provide information to other C.A.R. Committees as appropriate.

Sergeant-at-Arms
The chairman of the committee is the C.A.R. Sergeant-at-Arms. Committee
members are appointed to assist in seating guests at luncheons, banquets,
directors meetings and EXPO general sessions. Members are classified as
assistant sergeant-at-arms and act as official greeters, in addition to
distributing materials for meetings and voting cards at directors'
sessions. Members may be assigned to take tickets at closed
functions.
Standard Forms Advisory
The mission of
the committee is to serve in an advisory role in meeting the objectives of
the Standard Forms Business Plan. The committee reviews existing forms for
legal accuracy and relevancy, provides input in the development of new
forms, and advises on policy issues to ensure that the Association is
positioned to respond quickly and effectively to emerging legal
requirements, new legislation, changing business practices and consumer
trends. (July 1994)
-- The Forum on Forms provides the Standard Forms Advisory Committee with a vehicle for gathering and distributing information related to the creation and development of C.A.R.'s Standard Forms. Input received at the Forum on Forms is carefully evaluated by the Committee and is crucial to the Committee in meeting its core mission goals.
Strategic Planning and Finance
The committee coordinates the planning and budgeting activities of the
Association. It is responsible for setting the long term
direction for the association by identifying critical issues of importance
to REALTORS® based on an analysis of member needs and driving forces
affecting the evolution of the real estate market and brokerage industry.
The committee also works to ensure the financial viability of the
Association. It reviews financial statements, recommends policy changes and
reviews and approves proposed expenditures recommended by other committees
that are not part of the current budget. It is responsible for developing
the annual program objectives and budget which is then presented to the
Board of Directors for their approval. The committee meets at each
Directors meeting, receiving input from all other committees on issues of
concern to the Association, and between meetings as needed. It consists of
two subcommittees, Finance and Strategic Planning. The Chairman of the
Committee is the Treasurer and Committee members serve staggered three-year
terms.

Finance
The Committee is a Policy committee. Its mission is
to develop C.A.R.'s government finance and taxation policy agenda. It has
original jurisdiction to evaluate legislation and regulation in the
following issue areas as they relate to real estate:

Chair, under the direction of a committee Chair and committee Vice-Chair.
